El Tribunal Supremo de Elecciones (TSE) <\/b>encendi\u00f3 las alertas sobre las consecuencias que tendr\u00eda un eventual recorte a su presupuesto para el pr\u00f3ximo a\u00f1o. La presidenta del \u00f3rgano electoral, Mar\u00eda Eugenia Zamora<\/b>, compareci\u00f3 ante la Comisi\u00f3n de Ingreso y Gasto P\u00fablico de la Asamblea Legislativa,<\/b> donde advirti\u00f3 que cualquier disminuci\u00f3n en los recursos asignados comprometer\u00eda la organizaci\u00f3n del proceso electoral municipal previsto para el 2028.<\/p>\n

La comparecencia tuvo como eje el recorte presupuestario planteado por el Ministerio de Hacienda, que implicar\u00eda una reducci\u00f3n cercana a los \u20a119,300 millones (USD 42 millones)<\/b> para el presupuesto institucional del 2027.<\/p>\n

Durante su intervenci\u00f3n, Zamora explic\u00f3 que Hacienda solicit\u00f3 al Tribunal disminuir en un 5%<\/b> su presupuesto tanto para el 2026 como para el 2027. Sin embargo, indic\u00f3 que la instituci\u00f3n present\u00f3 una propuesta alternativa con el fin de evitar afectaciones al proceso electoral.<\/b><\/p>\n

Seg\u00fan detall\u00f3, el TSE plante\u00f3 devolver durante el presente a\u00f1o un monto superior al solicitado inicialmente por Hacienda, lo que permitir\u00eda compensar los ajustes previstos para ambos per\u00edodos presupuestarios.<\/p>\n

\u201cSi el Ministerio acepta la propuesta que ha hecho el Tribunal, saldr\u00edamos adelante con un presupuesto muy ajustado, pero revisado cuidadosamente para cumplir con nuestras obligaciones\u201d, <\/b>afirm\u00f3 la magistrada presidenta.<\/p>\n

Diputados expresan preocupaci\u00f3n<\/h2>\n

Durante la audiencia, legisladores de distintas fracciones consultaron cu\u00e1les ser\u00edan las funciones que podr\u00edan verse comprometidas si finalmente se concreta el recorte.<\/p>\n

Entre las inquietudes planteadas estuvo el impacto sobre la fiscalizaci\u00f3n de las asambleas partidarias, el proceso de inscripci\u00f3n de candidaturas municipales y el cumplimiento de las responsabilidades constitucionales del Tribunal durante la organizaci\u00f3n de las elecciones.<\/p>\n

Los diputados se\u00f1alaron que estas tareas son esenciales para garantizar la transparencia y la legalidad del proceso electoral, especialmente en una elecci\u00f3n municipal donde participan cientos de candidaturas en todo el pa\u00eds.<\/p>\n

El aumento del presupuesto tiene una explicaci\u00f3n<\/h2>\n

Durante la comparecencia tambi\u00e9n surgieron cuestionamientos sobre el incremento registrado en el presupuesto institucional para el 2026, luego de varios a\u00f1os con montos similares.<\/p>\n

Ante ello, funcionarios del TSE aclararon que el crecimiento no responde a un aumento en el gasto operativo de la instituci\u00f3n, sino al dinero correspondiente a la contribuci\u00f3n estatal para los partidos pol\u00edticos<\/b>.<\/p>\n

Explicaron que esos recursos forman parte del presupuesto del Tribunal \u00fanicamente porque la ley establece que la instituci\u00f3n administra esos fondos, aunque el dinero est\u00e1 destinado exclusivamente a las agrupaciones pol\u00edticas que cumplen con los requisitos legales para recibir la contribuci\u00f3n estatal.<\/p>\n

Adem\u00e1s, recordaron que durante los a\u00f1os marcados por la pandemia la Asamblea Legislativa redujo el porcentaje de la contribuci\u00f3n estatal a los partidos pol\u00edticos, raz\u00f3n por la cual los presupuestos anteriores fueron menores.<\/p>\n
